I tried it on my Stamblade after realising that everything on my frontbar could benefit from it (ambush, relentless, SA, Killer's Blade, Incap), so I was under pretty ideal conditions as an Axiom user.

Dropped it quickly, the lack of any boost to me weaves, bleeds or heals made it much worse than other options.

I can't comment on it's use by other classes, but it doesn't seem particularly strong to me.
    PC/NA — Daggerfall Covenant — BGs, Kaalgrontiid
    Kalazar ChalhoubRedguard Nord Stamplar
    Kalaron Caemor — Altmer Magsorc
    Kalahad Cirith — Dunmer Magden

That seems about right, that's where it would shine is with classes with a decent class heal (warden, mag dk, and magplar) and with a really good ult to add to it aswell (mag dk). If they fixed bear maybe warden would have a look at it but I dont play mag warden, dont plan to in its current form of neglect.

I mean, I'd like it. But its intentional use for hybrids has instead made it good for classes like Magplar or MagDK (or melee magblade) who use mainly class skills in PvP. So I think they would be reluctant to buff it.

I’ll put it a different way. As it currently exists, even if used on a build with 100% class skills, that never uses light or heavy attacks, it will still fall behind sets like Juli or Hundings by about 0.5% damage. Add in light attack weaving and it is about a 2% DPS loss over similar sets. Add in any other skills and this number just keeps rising.

As for hybrids, I can’t see this outperforming something like Pelinals. And it can’t really be combined with Pelinals because half of the 5-piece bonus would become useless.

This works and stacks with pelinals though. I've tested it. It turned my stamplar into a battlegrounds god by buffing my breath of life and my jabs to ridiculous levels. It's not a PVE set, at least not intentionally.

The 5 piece is factored in after pelinals, so skills using both resources get a dramatic buff. It was like an 8% buff to my stam skills and about 16% buff to all my mag abilities just by swapping from 4 pieces to 5 pieces of this set.

Pelinals has always been the last factor in the spell damage/weapon damage calculation, so I am a bit skeptical of the conclusion you are drawing from the data you gathered.

If you take off the 5 pc portion of Pelinals (replace with another piece of equipment of the same type/weight with same enchant before comparing), does your stamina damage tooltip change (test for both class and non-class stamina skills)? If your weapon damage was higher than spell damage before, then your weapon damage should stay the same and your spell damage should be raised to match it.

If you do the above test and the tooltip doesn't change, then you should be able to conclude that Axiom dies not apply after the Pelinals Buff and, furthermore, that it doesn't really synergize well with Pelinals due to having equal amounts of weapon damage and spell damage.

The ONLY thing I could imagine happening (but don't really believe it would) is that somehow the Innate Axiom bonus weapon damage half of the 5pc bonus is having +weapon damage % passives from templar and medium armor skills being added to it, causing Pelinals to apply these passives to the spell damage half of the 5pc bonus when the game calculates how much spell damage is being added to class magicka abilities. This is getting deep into the order of affects in the damage calculations. That would end up being an odd occurrence and an idea that I believe needs much better documentation and evidence before I buy into, personally.
