having trouble locating the quest giver for The Strangeness of Seht

Divayth Fyr in the chancel of records. i cannot seem to find the chancel. after finishing the sponsor quest, i had a marker for him, but that is no longer on my compass. this is the main quest line and i didnt have this trouble on my other toon. i have logged out and back in. can someone pls help.
