Is there any further information on how Barilzar's Mazed Band ended up in the Rift in 4E 201?

I have read that it was last seen in Forelhost on one website, and UESP wiki states it may have been used by a Clockwork Apostle to try in re-enter the Clockwork City (4E 201) in The Rift.

Is there any further information n regards to this, and how the ring ended up in The Rift?

I liked Barilzar's character in ESO and enjoyed learning more about him, but this bit of information really interested me.
