same problem. Tried repair, delete Launcher and reinstall, running as Administrator.... the works. Nothing working. I just get a black screen with a blue rotating circle cursor, after a few minutes "Eso is not working"...

Windows 10, no steam, latest nvidia drivers, latest Windows updates installed.
NEVER USE THE LAUNCHER TO START THE GAME. The launcher is only for updates. Use ONLY the direct .exe to start your game and you will never have this problem again.
I've been using the 64 bit .exe for about a month, but this latest update didn't update those files, so now I can't use it.
I'm wondering if this is a Windows 10 issue. I run the game on my desktop, Windows 7. I launch the game directly from the 64 bit client, and only open the launcher to update. Never have an issue.
Recently I picked up a cheap laptop for travel. It's Windows 10, runs the game fine. But some time after the initial install, updates started failing. I get a repair button instead of play. And if I get the play button, it doesn't always work. The game is already on exceptions with the antivirus, running everything as administrator. The 64 client also doesn't seem to want to run direct either. I've run repairs, even a full reinstalled.
I've found the only thing that seems to work is to repeatedly relaunch the launcher until I get play instead of repair, and then to relaunch until the play button works. This is mainly only an issue on patch days.
Khajiit had issues like this a while ago. It turned out that the checker of viruses was preventing the proper updating of the exe file. This made it seem like it was not there when it was.
This caused much frustration and reinstalls, booting in the mode of safe and all kinds of things to try and get it to work.
Eventually disabling the sort of live check everything all the time option on the checker of viruses helped and this one was able to repair and update and proceed normally.
No issues since.
Of course this may be something different but it is perhaps worth a try no?
