Logically, that would be the next move for ZOS to make, seeing as how Fossilize is effectively a double CC (which means to fully remove it, you need to consume twice the stamina) and Fear sends you running off into a random (potentially catastrophic) direction and is only a little bit easier to break free from than Rune Cage.
Then again, these aren't Sorc or Templar abilities so I suppose they don't really need nerfing /s

While it's not too much, it makes it easier to escape.
Fossilize costs quite a chunk of magicka as far as I know and has melee range.
Fear has even less range, and is quite a different type of CC.(you dont get stuck in one place)

Wowee an OP CC gets nerfed and of course someone has to cry about it, yeah it sucks, no good CC and wrath dodgable, but reach sorcs were passable. How many threads is this now? For the love of got someone put stun back on frags so that this man can stop.
NB and DKs CCs are under a quarter of cage's max range, low/no dmg, and can't be lined up with a combo that guarantees death on even tankier characters.

Range is not the only issue.
Fear gets multiple targets and NBs have a gap closer and more front burst than anyone. They also have the best escape tool of anyone. I believe Fear is also the worst annimation of the bunch, as you are always going to take at least 2-3 steps in some awkward direction.
Fossilize is a double CC (both hard and soft), and plays right into a DKs toolkit of a pressure melee class. Both go through block and dodge, both have the same inherent CC break and Immunity problems that compound this problem. How about you only get immobilized if the CC runs it's course?
RC is certainly the least powerful skill of the three at this point.
ZOS missed the mark completely with rune cage. Yes it was overperforming, but nothing they did fixed the problem. Lets also not forget that the buff was a response to a HUGE nerf to our most class defining skill, Frags. The biggest problem is the animation has a weird delay, and CC is just broken half the time. Did they fix that? NOPE. The second biggest problem was the range, especially with keep buffs. The obvious solution here was to bring in somewhere in the middle, like a gap closer range, for some balance and to fit the rest of the toolkit. Of course, they didnt do that.
The damage was not the issue, I would take a followup immobilize over a bit of damage any day. What they did was make that part of the skill completely meaningless. If you stay in a hard CC for 3 seconds against a good player, you are toast no matter what.
Making it undodeable is just a stamblade (the most OP class in the game in both PVE and PVP) buff. Sure it benefits other stam classes, but nobody makes use of the rolly polly evade playstyle better than stamblade, and they can do it in Heavy Armor if they want. To add insult to injury, the sloads nerf looks like it was written by a group of stamblades. Getting a little silly at this point, and they nerfed our ability to detect them by giving it a visual.
I dont think I have ever read patchnotes that indirectly buff one class as much as these do.
