Are armor procs taken into account when calculating effective spell damage? When I test this my effective spell damage does not change, but I would like to confirm this and not assume.

@Reorx_Holybeard, your expertise would be appreciated ... though I think the answer is “yes”.

    Yes much appreciated!

Also only cp is showing on spell penetration, I am using ele drain on this build and have Major Breach (Target) checked, but its not showing up on my computed character stats, is this normal or am I missing the buff for ele drain?

Most set procs should be taken into account. Check the "Set" tab to see if it has been parsed correctly or if it needs to be toggled on or the number of procs set in order to work. It should should up in the "Raw Data" tab under Spell Damage if its working. If not let me know.

Major Breach (Target) should show up under "SpellDebuff" in the "Raw Data" tab. Since it only effects the target this is only used in a few places such as Effective Spell Power.

If either of these are not working for you let me know including a link the build in question.
