I've been staring at what might very well be THE ONLY foul water hole in Summerset on and off for two hours, and it NEVER respawned. WTF??!

There was a hoard of bots in summerset just plowing threw water holes the other day but I think they did or are going to add more foul water to summer set.

There are a few more but Summerset's foul water spots are particularly bad.

I believe this was getting improved next patch.

There's also two foul spots in one of the public dungeons where I caught a few.

I would look through this thread if I were you so you can see all the foul locations.

    From https://forums.elderscrollsonline.com/en/discussion/424230/pts-patch-notes-v4-1-0/p1:
    Fishing
    • There are now more pools of fishable Foul water in Summerset. Per a report released by Kinlady Avinisse, this is attributed to increased litter and run-off due to the influx of outsiders.

This patch will be here in 3 days for PC, so you may want to wait for it if you don't want to suffer as much. :)

fishing holes dont respawn "normally". There is e.g. 50 possible fishing holes in a zone, but only 30 of them will be up at a time. Whenever one hole is fished dry, one from the "inactive" holes will respawn.
In zones like summerset, with one extremely rare type, it is possible that all "spots" r taken by the 3 other types. Aslong as noone fishes in the other types, u can stare at the ocean for ages w/o your hole respawning.

The foul spots were put in by a developer who was going to get laid off after the expansion went live. He was thinking let’s screw those fishermen over with a couple foul spots in Summerset that rarely respawn.

"And it's important to state that our decision to go with subscriptions is not a referendum on online game revenue models. F2P, B2P, etc. are valid, proven business models - but subscription is the one that fits ESO the best, given our commitment to freedom of gameplay, quality and long-term content delivery. Plus, players will appreciate not having to worry about being "monetized" in the middle of playing the game, which is definitely a problem that is cropping up more and more in online gaming these days. The fact that the word "monetized" exists points to the heart of the issue for us: We don't want the player to worry about which parts of the game to pay for - with our system, they get it all."

There are four foul water spots that I know of but that doesn't matter if they are never up. Some players have said if you log out then log back in you have a chance of ending up in a different instance and the holes may be up. I have no idea if that works or not. The holes are all between two geysers so I went back and forth doing the geysers and would check the holes on my way. Eventually got them.
and then the parrot said, "must be the water mines green too."
