Can areas be cleared of enemies permanently?

After completing a certain quest in Rivenspire, certain local troublemakers have vacated the upper side of the city that they were occupying. I've not made a ton of quests in the game, but I've noticed many areas have these kinds of local factions that are the most common enemy type in a given area. I was wondering if there are more/many quests involving "regaining" a territory, and if there are permanent effects like that one, where defeating one of these groups via quests can clear some areas of enemies, or at least of that particular kind of enemy.

I know it's probably a very personal opinion, but I'd find it very cool, both from a role-playing perspective, it just makes sense, gives a sense of purpose and also as someone who doesn't enjoy combat very much it'd be nice to roam around some areas without bumping into enemies respawning every minute, after I quested to get the area rid of them.

    There are some areas in which enemies can be made either docile or removed entirely.

    Off the top of my head, Kynesgrove in Eastmarch has this happen if you choose the option to save the priestess of the Grove instead of condemning her. The "enemies" will remain there but not be hostile towards you unless you attack them first. There's a few other locations where this is true too but I can't remember them all.

    Some mobs loss hospitality in areas. Not sure about other part of question.

    At launch there were a bunch. This has been significantly scaled back since then because it created a practical problem. If a player needed help in an area, and you'd already cleared the quest, you couldn't go back in and help them. At one point the plan was to allow players to force themselves into an earlier phase, but instead, most examples now flag enemies as neutral upon completing the quest, or leave them there.

    The place I always clear early on characters are the mobs related to the quests in Velyn Harbor (Malabal Tor).

    I hate not being able to use the services there if in town.

    I like the quests that turn baddies into friendlies unless you attack them. Lets you walk among them without drawing aggro unless you want to grind on them.
