Psijic Passive shield not activating on second Bar

Just noticed on my Tank that I only get the shield while blocking on the main Bar.
When I bar swap to back bar even if I wait the 10 seconds, it will not activate.
Anyone having the same issue?

I'll post a link to a video once the servers get back up.

    Do you have a Psijic skill in back bar as well?

    Do you put a psijic-skill on both bars?
