Fury weapon's. Where to get them?

Hey, does anyone know where exactly to spend my AP to get Fury weapons and shields? Thanks in advance.

TitorSoul ShrivenEach town sells sets of a different armot weight.
Cropsford - Light
Bruma - Medium
Vlastarus - Heavy
I believe Fury is Heavy, in which case it should be sold in Vlastarus.
