Can't stun some players in pvp with no cc immune

I don't know if this is a bug or what but some players in pvp are immune to certain stuns even if they don't have cc immune. Recently I was playing in battle grounds going up against this NB and he had no cc immune yet i couldn't target him with rune cage streaks stun worked fine but Rune Cage was greyed out the entire time even at the beginning of our battle. ive also noticed this with my DK's Fossilize as well in pvp and its usually NB's that get this perma cc immune bug however i have noticed it on other classes as well this is extremely annoying and very game breaking please comment if any of you have had this problem yourselves.

✭✭✭Yep. I've noticed this too with Fossilize. The icon won't be greyed out but I click and click and click and it does nothing.

✭✭✭✭✭I’ve noticed this while trying to rune cage some folks in BG. I see no CC immunity, I cast rune cage, they keep going as if I threw toilet paper at them. It doesn’t happen often, but enough times for me to notice.
I just assumed they have a really fast break free hot key.
Maybe it’s a bug. Maybe it’s lag. Maybe they’re cheating. Maybe it’s Maybeline.1
