You are very much more likely to get 4 or maybe 5. It would be nice if the tooltip were a bit more clear, but it's not lying exactly. It's just leaving out the weighted part of the situation.

I got 25 once. Even took a screenshot of it.
But yes, mostly get 4 most of the times. Sometimes something below 10.

4 is the most common
5 next
10 rare
25 pretty rare
50 had 3

Not including end of campaign rewards

Edit: and I'm not gonna let it go just yet. But out of 100ish arena runs (since release), you'd think I'd get more than 1 winterborn ring. Seriously I've been at it 4 days straight now, 22 completes in this stretch and have completed every other set 3 fold each.

Also the weapon rng is weird, feels like way too many duplicates for how many different possibilities there are
