why do i lag so much?

I use ethernet and when im on PC i get 30 ping across a lot of games (some have known servers in chicago, i play about 12h drive away).
But when i play ESO on PS4 i have no idea what my ping is but sometimes i have to sit still and press vigor 4-5 times before it comes out only one time. Another problem is people simply walking away or running from my light attacks and abilities. As a stam player i can have the enemy slowed but my light attacks and abilities still seem to just not register. despite me following them and looking at them and seeing my active abilities light up. for example many times after i mass hysteria literally cant hit the player despite being right on top of him. many times after i gap close i have to do it 2-3 more times so i can hit the guy with a light attack etc.
am i the only one having this issue?

ZOS_BilladminIf you are experiencing bad latency while playing you should check your internet connection for any network or service outages and follow the process below:- See if there are any known problems with the PlayStation Network online service: https://status.playstation.com/en-us/.
- Check all the physical devices on the network to ensure they are plugged in and powered on.
- Perform a connection test on each device connected to the network.

We also recommend that you use an ethernet cable instead of a wireless connection.
