Well 1 vs 1 already exists in the form of duelling.
There's also Battlegrounds, which I think are supposed to always be 5 vs 5 but it might be possible to set up a match with fewer people.

Give them a leadership board that has nothing but pvp related things in it. Pots, gear, and gold. Hold monthly tournaments for big ingame prizes. Gold, costumes etc.
They have a big opportunity to increase their streaming presence even more!
