✭Based on the current 30 day campaign, there are some people with about 14 million AP. Going by that it would seem a little over 4 months, if your able to get those kinds of ap numbers.
Based on my experience, if I played 2 hours of PVP every day, it would take 2-3 years. I seem to get about 25-50k ap per hour depending on whats going on.
You can get around 50k ap per hour doing battlegrounds if you aren't in 3rd place every match. Which comes out to about 1300 hours.2 -

A better method is to take a small group and zoom around all the resources of an enemy keep, then move on to the next one immediately. You will mostly draw away very small fights at worst, before every hour or so the faction whose resources you're taking gets ticked off and zergs you down with about 50. The back keeps work best for this purpose, then you go hit the other faction after making a full round or two. Very lucrative just from the resource flipping, AND most of the fights you get are relatively small-scale! You also avoid the cheese of flipping the same resource over and over, which I'm pretty sure some people got bans for, and with the 5-minute moratorium they added you can't really do that anymore anyway.Men'Do PC NA AD Khajiit

But I don't spend whole days in Cyrodiil, because I do mostly PvE.
I will try to get rank 37 (August Palatine) during Midyear Mayhem, but can't wait fo rank 39 (Legate) because of that black armor dye

✭✭✭Well I'm at 40 after 4 years of pvp I only play a few hours a day and not always in pvp. With the huge increase of AP I'm sure I can get it in another year or so. If I zerg hard maybe a few months.

I was referencing the exploitation of black boot mine on the double AP event, last time. Meaning to the OP, is his question with or without exploiting, because it goes hand in hand with ESO.
Had a good few friends earn in excess of 6 million AP in 1/2 days, mostly AFK. Once people started crying on forums, they bought up heaps of Akavari motifs to drain the AP away. ZOS handed them a 3 day suspension even for the most extreme offenders and they got to keep the motifs ~2 million gold.
Still sticks in my mind as a totally poor display.
But again, the fact remains. Everything in ESO has/is being exploited, from achievements, to earning gold, to earning motifs, name it and it has been brutality exploited.1 -

In the last two-ish years I've only earned 7million AP. Legate is a whole 'nother 23million away.
