Imaginary poll option: Other - Depends
I actually think over the actions and the underlying intention of the NPC, I ask myself questions like:
1. Was it an accident
2. Was this done intentionally
3. Was it due to incompetence/stupidity
4. Why did he/she do it (from their perspective)
5. Are they a danger to their community if they live
6. How have they performed in the past
I have a scoring system that I work out in my head, intention gets the highest weightage, good intentions will usually be rewarded, actions under duress (or strong emotions) are also grounds for an exception, their value to their community etc.
There are some really heart touching stories in this game that have me thinking every time I do some of those quests on an Alt.
It depends on the situation and the character I'm playing. Most of my characters always try to do what they think is right, but they don't all agree on what that is. For example some will always kill vampires, others will let them go if they promise to behave. Some will try to give their Alliance every advantage because they think their side winning is best for Tamriel in the long run, others don't want to let anyone in the war do anything too horrible (like trap and use the souls of their enemies) and some don't care about the war or just want it to stop.
And then I have 1 character I use for obviously evil or terrible choices, just to see what happens if you pick them. But I don't play him as often because it's actually not that enjoyable.
