If you buy from Steam then you install it on Steam, and can only run it on Steam (unless you linked it to an existing ZOS account before a certain date in, I believe, 2016). Perhaps I misunderstood your point, or the part your figures played in it. The fact is, however, that if you bought the game through Steam then you'll need to install and run it through Steam, and as I understand it you had enough space free to do that until the additional content was added with Summerset. It's no good blaming the game if you're unable to run it because your hard drive is right on the borderline for space requirements. Upgrade, or uninstall something to clear up more space, those seem to be your options.

People said website version requires less, yes it is good to blame game(steam version) because somethings not right, or maybe i'm wrong have you bought game from here and how big is it for you? I want answers, if install and game size are exactly identical with steam version and website version then i will shut up and accept my fate that i need more space.

I just checked Steam and the ESO website and they both say 85GB required. My website installation is 67.5GB but would have required quite a bit more than that for the download and installation, 85GB sounds about right. I don't have any additional stuff installed such as addons or voice chat software, just the game client. I suspect the patcher is failing on you because it wants to download more than it will finish up as and you don't have enough space for that and the free space that Windows requires (about 20GB for either Windows 7, 8.1 or 10). It's also possible that Steam imposes minimum free space requirements, I don't know about that.

Steam requires nothing any differnt than the regular install does. In fact, if you check your regular install, you'll find Steam libraries included by default.I believe what you are referring to is the steam version apparently requires you to download the different language VO libraries (voice over) on at least the initial download, which does take up a somewhat fair amount of hard drive disk space. Also, if I'm remembering correctly, hard drives might have a space limit slightly lower than the advertised space. It's like lumber, 2x4 isn't really 2x4 inches, it's 1.5x3.5 inches, the size refers to the rough cut.
For instance my laptop has a 1TB mechanical hard drive, yet the total free space is closer to 980-985 GB when calculated the space left and the data stored.

If effectively takes 2x the required disk space initially. It downloads everything in its entirety, then it reserves the space for the actual install, then it nukes the original download.
Why they don't have the client effectively install as it goes is beyond me. You'd still need more than the final game space required, but far less than double the amount.
A 'repair' does things in pieces, the main installer should too.
That aside, drives are cheap, and if you're down to < 160 Gb , you really should consider upgrading, or ESO won't be the only issue you eventually run into.
