Its not that its additive that makes it do less damage, its the fact that it is calculated by your base damage rather than total damage. 8 out of 100 is a higher percentage than 8 out of 200.

I think your equation is a little off. CP doesn't multiply each other, they should be added together. It should be more like this
Damage Done = Tooltip * Damage Modifier * (1 - Mitigation)
Damage Modifier = CP * Damage Done * Damage Taken
CP: 11% from Ele Expert + 20% from Master at Arms.
Damage Done: 8% minor berserk + passives like 5% physcal dmg/lightning dmg from sorc.
Damage Taken: Incapacitating Strikes 20% dmg Ult for example
5304 * ((1+.11+.2) x (1+.08))
5304 * 1.41.48
Damage done = 7504.09
You're still right that the more modifiers you add the more diluted the 8% becomes.
