Question about destruction staff

So looking at builds and one thing that caught my intention was a build made by Alacast where he says you need a destructionstaff ability on both bars. I run dubble fire destuction staff. But to get the benefits from the destruction staff passives it says you only need the staff equipped not the skills.

Or am I missing something, please enlighten me on this matter.
