Shadowy Supplier w/t Brohood DLC?

So I'm a normal eso member & I've been doing lots of dark brotherhood quest in the eso+ trial.
I've recently got the Shadowy Supplier passive & was wondering if it will work after the eso+ trial.

Also, is there Shadowy Supplier in all Outlaw Refuge or certain ones only.

Yes 'Remains-Silent' appears in all the refuges. I'm not sure that she'll appear if you don't have the DLC though. Perhaps someone who's unsubbed before will know.

Interesting question. I would suspect she'd remain, because you'd still have the skill line.

You simply wouldn't be able to advance it further because you couldn't turn in the dailies, etc.

She does stay there, as long as you have unlocked that passive and have a skill point in it.

Let me tell you a secret: get Shadowy Supplier on every single character you have. I get alchemy materials from the first chat option from Remains-Silent every day on 15 characters (well, that and crap potions which I now have thousands of and dozens of Poisoned Blood furniture vials - but mostly alchemy mats). Not all alchemy materials are included but that, plus alchemy writs which tends to deliver most of the other kinds of mats, means I never have to farm potion or poison materials.
