Achievements not syncing with Xbox Live.

Three Achievements, “Hero of Clockwork City” “The Burden of Knowledge” and “Land of Gears and Cogs.” I’ve completed all three, and have the associated in-game achievements unlocked, yet they refuse to unlock in Xbox Live Achievements.
These cannot be redone as they are quests and groups of requirements, and are already unlocked in-game so there’s no question I’ve completed them.
I’ve performed hard and soft system resets, reset my internet, signed in and out of Xbox Live, all no help.
I’ve deleted save data from console and cloud and reloaded, no help.
Submitted bug reports and feedback, less than no help.
Halp.

Unfortunately I just had to level a new character and complete the achievements with him. There was no way to fix it.0
