I had a raid last week and needed to level up a skill. I ended up doing 4 dungeons for 1 hour and a half. Guess what I left 3 of them because on the first boss of all those 3 dungeons the group damage was 10k. If I stayed to complete them all it would take days to gain XP to level up a skill just because the DDs were bad. I ended up being carried through the catacombs by a guildmate thank god.
The only way for a tank to have a good time now is to queue up with at least 1 trusted DD or hope they get a semi-good one in the group (which as noted above happens like 1 in 4 games). For some reason all new players think they can be a DD.
I would love it if it takes your role into consideration and ports you into a low health target dummy for a test before letting you queue up (something like if you survive a 50k hit before mitigations you pass the tank test, and if you do 20k dps on 200k dummy you pass the DD test and so on..)

As for what is in the queue often yes. Just like most tanks worth their salt know it is better to form a group from their guild, heck from even zone, DPS know the same.
Though a good dps, even when they are the healer or fake tank, can carry groups through most fights. That is the type of person, who is also good natured, that queues for Randoms and generally does not have an issue not clearing.
A tank is unnecessary in most base game content because this game actually provides a reactive block and dodge system. Many of the new dungeons have undodgeable boss heavy attacks, or crazy snares that prevent DD from kiting for too long. Tanks are therefore really nice to have in vet DLC dungeons.
