CP is a massive boost to survivability and power, and those who go in without dedicated PvP builds to match will suffer. Let the pve'rs have meaningless vertical progression. Battlegrounds is only tolerable because there aren't CP builds.1 -

I feel like I have gotten better playing without CP, a lot of players don't realize how much CP carries them in Cyrodiil. ✭✭✭✭✭No. Here's why...CP PVP works for AvAvA zerg-fests, annoying 1vX fights, and long, drawn-out sieges with big offensive/defensive ticks. Battlegrounds (esp. Deathmatch mode) should be relatively short and fun by comparison. It’s not fun trying to kill a healtank who can block for days.
If your CP-optimized build does not work for Battlegrounds, then you simply need a Battlegrounds build. I could NEVER take my five medium/two heavy Viper/Bone Pirate/Skoria build into Cyrodiil and wreck people the way I can in Battlegrounds, much as I could never expect to get a high kill to death ratio with my zerg-optimized support Warden.0
