NPCs as Decorations!

So i was decorating a little shrine area for Nocturnal in my new home and there was something missing. So i put the Thieves Guild NPC you can get in front of it
And now i wonder. Why do we not have many different types of NPCs as Decoration options?
Especially for the notables homes this can add a lot of ambiance!
From Guards, to Servants, Merchants, Worshipers, Chefs, Workers, Fighters Guild NPCs, Mages Guild NPC, etc etc
This would add another layer of customization to homes
And now i wonder. Why do we not have many different types of NPCs as Decoration options?
