Problems with Rotation speed of camera in closed in areas?

Hi does anyone else have a problem like this? If im in a tight space like a delve or anywhere thats narrow and i try to turn the camera it goes a million miles an hour. I dont know how to fix it.
I have changed the rotation speed, messed with all the camera settings and cant figure out why it does this. Can anyone please help?
