About transferring... I am 100% sure ZOS would have no issues doing this, if they were not contractually bound not to. Step back and think about it. If they did this they would get every dime you spend on the game to themselves, versus the percent cut they get now with Microsoft/Sony getting the rest. You don't really think Microsoft/Sony is willing to lose that, do you?

The PC to console transfer was a one time only transfer because console release was pushed back. So this gave a chance for anyone that wanted to, could still play and then carry over to console when it finally released. The devs have stated that cross platform play was never something they intended and never developed for.
I want to remind everyone: again, I am not talking about crossplay nor the transfer of purchases.
This is talking about setting up some comparable service for purchase to allow users, to re-purchase what they already bought and to simply "honor the CP level and achievement on the account" That is it. I am not even talking about transfering characters.

Here is one: the fact that when purchasing crowns, there are times when the crowns won't actually be credited and I have to be the same purchase again if I truly want them. This has happened three times in the past and each time sony refused. They threatened my account with suspension if I called again regarding the issue. I brought up the issue with ZOS and it was stated that the agreement between ZOS and sony keeps the purchases out of their hand. So technically, sony can advertise something for sale digitally: you buy and technically that are not required to give it. It is only by their grace that they "gift it" to you. You back charge your card, you get banned. You complain about racists harassing you can get banned. its evil. That is just an example of other things.

they actually cant do that and if you actually can back charge and if anything happens to your account you can sue them at that point cause they banned you on false pretenses.
Zos probably would do it and charge money for it if they could, but it's likely there are contracts with Sony and Microsoft that say they cant because those companies make profit from the stuff players buy as well. So they probably wouldn't be keen on letting ZOS allow players to leave and have the players money start going to steam instead.
What happens if the char name is already in use, and you want to keep your same name? Do you pay for a token to change your name, or just create a new char on your account (meaning lose all char-bound achievements/items but keep CP). Or do you expect to get a free name change token on top of an account transfer?

They pull the data about your account and characters and move this to another server.
You then need to link this to an new account you buy, might be an special and more expensive one and you are up and running outside of having to rename your characters.
Problem is that they do not have an way to pull all account or character data. The PC to console port was an database copy there they deleted all characters who was not transferred.
This is an problem other than transfers, if some figure out you password, log into you account steal all your stuff and delete your characters, well that is your problem.
Yes its also ZOS problem if you spend lot on the game as its an high chance you would quit.
With regular character backup they would simply roll you back an week. In WOW this is an free service, its an skill, a skill similar to not wiping repeatably on first trash in Wayrest 1.
