Game issues and unplayable

My Game has been constantly getting worse and worse since Summerset was released, my ping time used to be 250 stable but since summerset released my game is now plagued with issues like everything teleporting around me, my ping is now 350 - 6000 ms skills and animations do not go off (but i still get cooldowns etc), i also get randomly kicked from the game a lot..

I'm situated in Toowoomba Queensland Australia and i'm using ADSL 2+ Telstra 20mb.

Currently using
Corei5 2500 3.3ghz
Asus GTX 1060 6gb
16gb DDR
Western Digital 1TB HDD
Samsung 840 EVO SSD
Win7 home premium x64bit

I really need some help or i'm going to have to quit ESO.. as its now unplayable for me..
