or is it too much to ask for the current graphics engine?

There are very few dragons active at this point and none of them have any reason to be friendly towards the Vestige.

Though you can run Fang Lair and fight a skeletal dragon.

Well, the dragons are pretty much all dead in the game’s era and have been for something like 3000 years. It’s possible they’d eventually add one who was hidden away and so escaped extinction, but it’d be lorebreaking to add any large number of them. But yes, you can fight a resurrected one in the Dragon Bones DLC, as Varanis said.

    DragonBreak, DragonBreak, DragonBreak
By Lord Tennyson, Supreme Poet of Tamriel

    Break, break, break,
On thy cold gray stones, O Abecean!
And I would that my tongue could utter
The shouts that arise in me (and Ian).

O, well for the crown store,
That ZOS shouts when we log on to play!
O, well for the plans we had,
When he sings his ad before play!

And the CP vets go on
    To their haven near Rawl'kha;
But O for the touch of a vanish'd game,
Before we paid through the nose, bah!

    DragonBreak, Dragonbreak, Dragonbreak
At the foot of thy Craglorn, O See!
But the game I once knew in innocence
Will never come back to me.

    Sorry Alf.

"Dragons? Oh, they're everywhere! You must fly very high to see most of them, though. The ones nearer the ground are very hard to see, being invisible."

This isn't Skyrim. The dragons are all dead currently...though you can go find plenty of Daedric titans around...close enough.

There haven't ever been any dragons in the series, technically. The ones we see are known as dov. Yes, yes, I know... The Imperials. However, we all know that the Imperial ability to accurately name something is on par with Summerset's capacity for coping with foreignrs. They named the dwemer dwarves, and the orsimer orcs. Let's not pay attention to the Imperials, they're very silly and wrong-headed people.

Besides, you all know how I feel about amputated body horror by now.

Aesthetically, there is Peryite, who's about as close as you'll get to an actual dragon. He's pretty nifty. You can get a statue of him from the Scalecaller crates, whenever those roll around again you might be able to pick one up. I have one and it's one of my most prized in-game possessions.

Actually, Daedric Titans, which Molag Bal made as an imitation if the Dov (cough cough Wyverns), are basically pretty accurate dragons.

Valkyn Skoria's Titan does. He always makes sure his Atronach roommates are up to entertain the visitors.

It's possible we might see Paarthurnax if the Throat of the World ever makes it into ESO. But yeah, for the most part they're dead and the rest are in hiding now.

Will we see dragons in this game?
Dragons, as in multiple ones - highly unlikely. At this era, the few remaining dragons in tamriel are hiding so well that everyone thinks they are all extinct... it is possible that someday we might meet one of them...
It's possible we might see Paarthurnax if the Throat of the World ever makes it into ESO...
...and that would be the most likely candidate, yes.

And there -always- is a chance of one of those "time-flashback" quests showing us events from ages long past when dragons were all around...

But for the most part, no dragons for ESO. We only got the cheap coldharbour knockoffs, daedric titans instead. Which happened when Molag Bal had dragon-envy and made up his own dragon replicas. For most purposes, those are close enough I guess...
