Massive problems since Mondays patch.

Before Monday (7/2/2018) i had a fps of about 60-90 and a ping of about 60.
After Monday i have had a ping of 200-400 and a fps of 12....
In my efforts to solve the problem on Tuesday i formatted and updated windows, installed all the latest drivers, as well as re-downloaded the game.
The problem still persists.
My Computer specs:
i7 at 3.5 GHz
GTX 1080 Ti
32 Gigs of ram
Attached is my DxDiag as well as two separate internet speed tests. As you can see every thing should be running smoothly.
