Off balance not always working?

Noticed I was sustaining poorly on dummy, not sure if this is dummy issue only, but was not receiving double resources when dummy was set off balance and I landed a heavy attack.
Am I doing something wrong?
Video shows heavy attack whilst off balance, and heavy attack normally returning same amount of resources.

btw i already wrote that on the pts forum when they changed it but that was the patch were every bug on pts made it into live
