Minor spoiler: In summerset there is a quest that MAY lead to peace between the three banners.
Now, there are a LOT of voices about no new PVP content for a long while (except battleground). But the hard truth is, there is really not a spot where the three banners would fight over except heartland cyrodill and imperial city, and unless you want battle royale, battleground model is at its limit too.
So what if there are future contents that have PVE content as well as a expanded map for two of the factions to fight over? Would you (especially when your faction does not have the content yet, it would take 3 DLC/Chapter to get all ADvsEP, ADvsDC, EPvsDC so it would take some time)
Colovia: PVE content for all players, and DC vs AD pvp content for DC and AD players
Niben: PVE content for all players, and AD vs EP pvp content for AD and EP players
Reach/Western Skyrim: PVE content for all players, and DC vs EP pvp content for DC and EP players.
The parts can be integrated into existing pvp campaigns, but that's up for discussion. And there are new features we can add into pvp: neutral faction (reachmen, colovian, nibenese), weather effect etc so that we can have new aspects of pvp without changing the old content (if you are programmer, you know the hardship of drastically changing old functioning content).
But for now, the question is will the majority of players willing to wait for their turn for all three new combat areas to release?
