  Slot the skills to your weapon bar? Not sure if you can do that anymore. As far as werewolf rank goes the easiest fastest method is to go to goatshead wayshrine in alik'r and devour tons of goats there around the water.

  Stay in the shrine till you have devour...
  
  Go Quarantine Serk in Dashaan and do the quests "Bad Medicine" and "Proprietary Formula" if you have not already done them. The first quest will get you into Quarantine Serk Catacombs. There will be an area inside that has 22 infected zombie like people in it. They have insanely low health and respawn insanely fast. They give no exp, but they do count towards both your Fighters Guild skill line and your Werewolf skill line if killed while in ww form. You can also fill soul gems here, good place if you have Oblivions Edge set.
  
  You can go there before you have devour too you will just need to build up ulti a few times so you can go back to ww after losing it. You can go here after you finish the quest too so there is no need to worry if you've already done the quest. Once you have devour you should be able to stay in wolf form here till you are fully leveled.
