Bound to bar what does it exactly mean?

I am a bit confused. I keep reading and seeing in YouTube videos about being bound to bar. I always thought for it to take effect it needed to be on the bar and be present. Now I am thinking it just needs to be on a bar and not be present.

So let's say we have bar 1, 2, 3 as a sorc.

So if something is going to give us a bonus say Inner Light or Bound Aegis, does it have to be on any bar of 1, 2 or 3 AND be the active bar or can it be on say bar 3 but bar 1 active and we still get the bonus to magika or stamina?

I am having trouble switching between 2 bars let alone 3. I was thinking if I put say inner light on my bar 3 that I use when I use an Ultimate and then that would free up space for bar 1 and 2 to swap freely but still get the benefits.

I know having a pet familiar I need it on both bars or it will disappear when it switches, but other powers don't do this if activated. So I am not sure how Inner Light would work if I don't activate and it's on bar 2 or 3 and I am currently using bar one currently.
Not my quote but I love this saying

um, i share your confusion after reading your post.

after lvl15 we have 2 skill bars. we can put any skill that we have unlocked on either, or both, of those bars.

none of that is 'locked' though.... in the sense that 'locked' means we can't change it.

you can change them anytime you feel the need...

    hope that helps.

Inner light needs to be on your bar to grant its passive effect, so most builds that use it double bar it so they don't have to deal with constantly gaining and losing magicka. Same thing with the passive from Bound Aegis/Armaments.

    Thank you @VaranisArano.

I wish it would let us know what has to be on the main bar and what doesn't have to be on the active bar to take effect.

I am curious though if not using Inner Light on two bars why have it on one bar when you keep switching? You will be going up and down with how much magika then . What would the purpose of this be then?

I surmise you could be a healer with a damage bar back and want to use Inner Light to pump your crit on your damage bar. That might be one case in which to single bar it.

If you have a skill that you cast and it lasts for X Seconds and then stops, you can generally cast the spell and swap bars without it effecting it.

If it's a permanent effect, such as a pet, it needs to be double (or triple for sorcs) barred.

Skills that cause an extra effect just from being slotted, such as X Extra Magicka, will only be active while on the bar with it slotted. Think of it the same way as other permanent effects. It doesn't expire so should be double slotted if you want it 100% of the time.

So with Inner Light, you have both a skill that expires and a permanent effect. The part that you cast will keep going if you bar swap but you'll lose the permanent effect of extra magicka while you're not on that bar.

Thank you both for that. That helps me understand and explains a lot now. Greatly appreciated.

This game has some horrible mechanics.. Which developer though these bar ideas were good... literally got to waste a slot so you pet wont despawn can't get buffs from the back bar...

    2018 Zos.. c'mon..

You know how much more hilariously powerful sorcs would be if they could stick Bound Aegis on their overload bar, and then unslot overload while still keeping the buffs from it?

To say nothing of the part where you could, legitimately, on a sorc, get a permanent +36% to weapon and spell damage, if you were so inclined. (Realistically probably closer to +20% permanently, but still, that would wreck in relation to other classes.)
