Is my character permanently out of a skill point?

I've had a problem with this game for about a month and I'm not sure where else to turn, and was wondering if anyone here had any ideas on how to help me out.

The skill point in question is via the quest "Banishing the Banished" in the dungeon "The Banished Cells I"

A background of what happened - On 6/6/2018 I completed the dungeon The Banished Cells I with a random dungeon group via the dungeon finder. This was the first time I ever completed the dungeon, and I confirmed that via my achievement for completing it. I did not receive a quest while in the dungeon, and was slightly annoyed by that but didn't think much of it as it does happen sometimes. Afterwards, I did what I normally do and search online for the quest for the dungeon, and enter the dungeon solo to obtain the quest. However, the quest was still not there for me in the dungeon, and as far as I can tell the quest is now unobtainable for my characters, and therefore the skill point reward for it as well.

Some of the things I've tried include /reloadui, checked for the quest in my journal, completed the entire dungeon solo to see if I could trigger anything, checked the dungeon periodically since it happened (22 days), entering with another random group and completed the dungeon again. Nothing has worked, every time I enter the dungeon Keeper Cirion (the quest giver) is at the entrance fighting 3 scamps but will not provide me the quest.

I also submitted a ticket to ZOS in regards to it. They finally responded to me after 2 weeks, and essentially told me there was nothing they could do, which is why I'm reaching out to get some advice.

TLDR: The quest "Banishing the Banished" (which rewards a skill point) in the dungeon "The Banished Cells I" appears to be unobtainable for my character. Is there anything I can do to ever get this skill point on my character?

Also note, I am on PS4-NA. Any help is greatly appreciated.

    I would guess you'd been in the dungeon before and done the quest but hadn't killed all the bosses needed for the achievement. I've done that a couple of times, it happens :)

    The achievement is NOT tied to the quest completion. Common mistake.

    Achievement is for killing all bosses listed in the achievement. There is no achievement for completing the dungeon's quest. You triggered the achievement on a subsequent run because you missed one of the optional bosses in the dungeon the first time you played through it while doing the quest. No worries!

    Is the map icon for the dungeon white? If so then at some point you must have done the quest, because it only turns white when you complete the quests for both BC1 and BC2, regardless of achievements, as the achievements are only related to the dungeon boss kills.

    There's no achievement in the game that can tell you if you've done the quest or not, only if you've killed the bosses, the only indicator for the dungeon quest completion is the white icon on the map for the group dungeon, and just seeing if the quest person is in there.

    I really hope that's the case.

    However, I'm a new player on my first character. I keep a document with the dungeons listed and whether I received the skill point from that dungeon. Unless I blacked out or had a serious memory lapse this did not happen. BUT, I am not discounting that possibility. I just wish there was a way to confirm that one way or another.

    I'm thinking the only way would be to reset my skill points, and count them. This would be a pretty big endeavor with the randomness with which I've acquired skyshards so far, but I'm not totally opposed to it.

    Is there any other way to confirm whether or not I completed the quest in the past somehow?

    When you enter BC solo, do you see an NPC getting acosted by 3 Scamps near the wayshrine you port into? If so then the quest is availible to you. If not then you may have accepted a share.

    Now, this is one dungeon that requires you to listen to a lengthy monolog. A lot of groups will leave before that happens so if your questing this can be difficult to complete.

    if the dungeon on the map is white.... you may need to do version 2 to confirm it though

    if it's white it is completed...

    You don't need to reset them, just go to the alter and see how much the reset costs. I think it's 100g for each skillpoint.

    I've never heard of a missing quest giver for something like that, it's almost always a feeder quest not done (not in this case) or that it's already been completed. Banished Cells is one of the dungeons that the Undaunted quest in the first main zone sends you to tho, so you may have done the quest then without realising it was a dungeon...

    Either way, if you complete BC2 and the map marker goes white, it's probably safe to assume that you've already done it

    Ohhhhhhhh the Undaunted questline would make a lot of sense. Since that may have happened when I first started the game and didn't know what was going on yet.

    And I have completed the quest in The Banished Cells II and the dungeon icon on the map is white now. Although, I had assumed that the white icon was an indication of killing all the bosses inside and not necessarily the quest. But it seems based on this thread I was mistaken.

    I'll eventually do a skill point count to double check, but it looks like I can safely assume I have completed this quest in the past. Thanks everyone!

    Quest don't count for this? I'm pretty sure I had white dungeons and got the quest and skillpoint when I got inside (to my surprise).

    I thought they went white after you got the achievement for killing the bosses (the normal one).

    unfortunately you have to do 1 and 2 for pledge dungeons for them to turn white...

    also Nestor is right - if the scamps are there - someone in the group has not done the quest... try entering alone to see.....


    EDIT:

    You don't have to wait for every long boring monologue... you only have to wait for the one at the end of the dungeon - I've missed out on that one due to pug's that leave before I could hand in the quest

    The 'Destinations' addon can show where all the bosses are within a dungeon... and if the addon is set to show 'completed' then the completed bosses should be white... any that are missed would still be black.

    Is the scamps being there attacking the NPC a confirmation that I have not done the quest?

    Just to note for you, if you do someday decide to redo skill points, it doesn't mean you have to go back and get all those skyshards lol. That would be silly. No, it just takes the skill points out of your passive trees so you can redistribute them.Once you get a skyshard on a character, it's counted for that character forever. Sadly though, the skyshards are not account wide. This means any future toons you make, WILL have to go back and get them again. It's a real pain and I wish ZoS would change this. After 5-6 toons it gets really tedious =/

    I'm assuming you mean skill point rather than sky shard. But the rest of the post clearly explains it. The OP made the mistake of assuming that getting the achievement meant they hadn't been through the dungeon before and hadn't done the quest.

    OP has written that he's playing on PS4, so Destinations is out of question.
