With each chapter youre given a new tutorial. What you need to do is talk to the Mysterious Figure or whoever in Davons Watch, which will then take you to the Wailing Prison, and from there, Bleakrock.

Wait what? New characters start in morrowind? When I made my Warden I still started in auridon, but talked to someone to go into the prison if I wanted too. Otherwise, the main stories were still the same. Have they changed it again?

The only difference to starting on the island was the option to skip the tutorial if you played another character.
Not sure why ZoS chose to go the Morrowind/Summerset route, but they really break the game for new players who probably ignore the hooded figure and are deep into the story of people stating they have no soul.
Why is ZoS so afraid of giving options to people.
