That's definitely an easy way to acquire stones and I'm sure every player that enjoys pvp at least slightly will do just that. From a marketing point of view, ZOS is losing out on tons of money from a massive amount of players that hate pvp (for whatever reason) and just can't get a reasonable number from PvE content. There is a niche subset of players that would drop massive cash on this in the store.

There is not massive amount of end game players (who are the ones that really need retraiting, the rest of us can just deal with whatever traits until we get stones) that hate PvP. They are totally willing to go into Cyrodiil and get Caltrops/Vigor/Purge/Warhorn on all their characters. They will not mind doing a quick run to get transmute crystals.
You will need to find another excuse.

I have friends who hate pvp and then ask if I wanna go farm telvar or something. Very true. I'm not a hardcore pvp player, but I can grab a few friends and flag a few resources a couple times a month for rewards if needed. These store bought transmute stones would be for a very niche crowd. I think we all know there are some people out there dead set against pvp in any form. The easy solution is to tell these people to "just go pvp" which is what I keep seeing in this thread. That just isn't a good answer for this niche crowd. They would rather push the much easier button and buy them from the store. I could also tell people how to make 500k - a few million gold a week and just buy the new motif pages, but as I noted, there are still plenty of players willing to push the easy button and get them from the store. This applies to pretty much anything that is available in game and in the store. Someone, somewhere will find the store to be their path of least resistance.

I have one char 50 only played a couple of months and I’ve gone through 700+ easy, now i got more gear to retrait and still another set needed at some point..but now i have to wait a month for 100 that’s only 2 pieces
Now idc either way is fine by me but vet dungeons will have to deal with me not having the right traits until i can upgrade
I could see it and wouldn't be annoyed at it for any balance sense.
I think the only reason I would be against it is that it makes more "progression" linked to spending money rather than investing time and effort. I personally wouldn't buy them because they can be obtained within the game (without too much hassle) so it would be a waste of money for me.
