Blackhaven Jumping ship quest?

I recently hit 160 and started looking for gear I should aim for. I want to get the chest piece that you get as a reward for this quest. The quest isn't there for me, is it possible I completed it while I was leveling and now I'm unable to get the Bone Pirate's Pillaging Garb?

The specific chest piece in that style (Redguard, if my recollection is correct) and trait (Impen) is a quest reward only
