I tried and yes, the monastery bookshelves change every time. I won't even bother with the Augury Basin. I'll just use the Simmerene Monastery from now on, and re-enter it until i get the two books.Oh, i thought the bookshelves stay the same. I try this next time, thanks!I am now taking regularly two last jewelry crafting levels with books. The route is:
Simmerene: Monastery, Kinlady's house, Inn, Mages Guild.
Alinor: Mages Guild
and i usually have both. Repeated by now about ten times.
Traitor's Vault (in Artaeum) has been last resort on few cases when even after Alinor a book was missing.
Few times i have tried other locations and it feels that the books can be everywhere and often. Summerset is full of bookshelves.
I've been doing the final two levels with books as well. It's a lot simpler for me, though. I first visit the Augury Basin for the guaranteed spawn of one of the books. And then just go in and out of the Shimmerene monastery. Since that is a separate zone, each time you enter/exit it, it will reset all of the bookshelves. Though I did make a few MG/manor runs too, but the monastery loop seems a bit faster.
I think there are 5 for evey skill except jewelry which has 2.
I am trying NOT to read anything on my main until my level is much higher. Rather advance a long level at the end than a short one!

Noob here. Does that really make a difference? In leveling skills I mean. What is the advantage of waiting to read books and get skill points at a higher level than just when you find them wherever?

Inspiration per deconstructed item is constant, but the needed inspiration increases from one level to the next. For example from level 15 to level 16 you need to deconstruct fewer jewels than between level 43 to 44. Books give one level regardless of the current level of your skill. So you'll save more time & items if you use the books at higher levels. Ideally level to 48 deconstructing then go read the books to 50.
Someone in my guild said he found 25 by going to a mages guild and logging in and out. I tried this but had no luck so far
