The Blessed Meridia set will cause attacks to miss, rather than be dodged, and will show up as such. If it's actual dodges that you're seeing, without them rolling around, it's probably just Major Evasion being streaky (and I suppose it's possible for Wardens to stack Minor Evasion with it, as well).

Thanks for the info. It was certainly dodge and not miss. The two guys i speak of were both nightblades. One magicka, one stamina. Definitely some strange encounters. The first time or two, i chalked it up to RNG and maybe i was just missing something during the fight and wasn’t focusing on the fight as much as i should have. By the 3-4th encounter i paid extra attention to everything going on and it was how i thought it went down. An oddly large amount of dodges without dodgerolls.

Were you attacking from stealth?
I’m pretty sure there’s a bug with the outfit system that is causing certain players’ roll dodges not to animate as roll dodges. I’ve been in a few situations like OP described - all relatively recently - but it was against people who I knew weren’t cheating/ I asked them how they got 5 shuffle dodges in a row and they said they roll dodged... it clearly didn’t animate on my screen but I believe it.
If you aren’t seeing them roll dodge at all, odds are they’re roll dodging and the animation is buggy.

The people passively dodging stuff issue has been around long enough to think it might be roll dodges not animating.
The real question is are they bugging that out on purpose, as it always "the usual suspects" you see it happening with, or is just an artifact of animation cancelling everything (probably not manually).
