Correct me if I'm misunderstanding, but your Provisioning skill line is mastered (lvl 50) and your Recipe Improvement passive is maxed to 6/6 (If you've done any recent respeccing, check that first, its very easily missed). With those two factors alone, you should be getting Provisioner writs that request high level recipes to be made, sometimes they'll request cp50 and sometimes cp150. This is believed to be either a bug in itself from when MW's were released, or else it causes a bug with the reward, either way it was never fixed by ZOS (unless it's the way they want it and never told the players). The Provisioner Writs that request cp50 recipes will reward with Provisioner's Pack VI which I believe will have a chance at a Psijic Ambrosia recipe page but not a MW. The Provisioner Writs that request cp150 recipes will reward with Provisioner's Pack VII, and these are the only ones that have a chance at dropping Master Writs. My experience has been that the cp50's are 2/3 of the time and cp150's 1/3 of the time, even though they should probably be 50/50. The MW's will still be a rare drop, but they should drop eventually. But now you're getting into other possible factors like character level, number of recipes & motifs learned, and possibly achievements earned.
But if you do the Provisioning Writs faithfully each day with the Recipe Improvement maxed, you should see requests for cp150 recipes and get a Provisioner's Pack VII reward every 3rd (or 2nd?) day, and those are the ones to watch for MW's. For the 9trait toons, if you're getting any provisioning master writs at all, then are you saying low level recipes are being requested, or low level vouchers are being received? Virtually all the provisioner MW writs I've ever seen request either cp150 purples, or the gold psijic ambrosia. The former (cp150, mind you) generally gives 2 vouchers, and the latter only 40 vouchers. I've never seen a provisioning MW that offers more...
On the other hand, if you're talking about MW's in general, then that's a different story, and I don't have a lot to offer beyond RNG. I've been speaking solely of Provisioning MW's in my comments here because that's what the OP had referenced.

Define "low level" for your writs. It is normal to not only get CP150 recipes requested for provisioning. If you have the skill line at 50 and maxed skill points for quality and recipe level, provisioning writs are between CP50 and CP150. The reward coffers should be the same rank regardless.
If you have to craft recipes lower than that, it's a bug.
