Yes I have a crafter and I do not have ESO+
With the current issue with steam copy failing like 3 times per month, there is not a likely chance that I will consider ESO+.
Also, you CP level is shared across toon, so once you get your alts to level 50, they will all be at your max CP level, so there is really no reason to keep low level material. Cause one can get through most of the content fine with normal drop gear anyway, so there is really not much reason to craft low level gear.
The research speed improvement is nice but it just kind of save you like a month worth of wait time over the span of like 10 months, so not a big saving.
But the real reason I'm not going for ESO+ as crafter is because the concept of craft-bag doesn't make any sense to me. With ESO+, where you pay extra for the service, you are actually paying their server to do less work. That is because they no longer need to take all your pile of materials, divide them into 200 stack, and check for whether your storage has enough space for like adding in a single piece of material. You are paying so that they can do less inventory limit check.
So, for the TL;DR answer: Yes I'm a crafter and No I don't pay for ESO+ because I'm cheap. oh, and also craft gear is not the BIS in end game most of the time anyway so why even bother crafting.

I suggest a second account which can be found for 10$ or lower when on sale. Divide the 8 characters on that account so they can hold specific items. And just mail your excess items to them keeping just what is commonly used for writs. Occasionally there are free ESO+ weeks, use those weeks to mail back all the crafting items to your main account so they get stored in your crafting bag. The second account is also good to use for trading guilds.

You can also take advantage of the recently added storage chests, if you don't want to do the second account thing. Once you start getting into doing master writs on your crafter and save up 1100 vouchers you can buy the 4 60 slot storage chests and the 3 30 slot storage chest. Plus there is another 30 slot chest that you get by leveling a new character to level 18. These chests total will give you storage space for 360 items.

Its not that hard... you just sell all your materials for gold (guild trader) then buy it back if you need it.

I definitely have plenty of Inventory management online moments, particularly after running dungeons I have to stop between each one to decon and sell.

I have 0 mule characters or accounts.

One advantages of a crafter is that you can buy storage boxes for your house now, which I have taken full advantage of.

Yes I have a crafter and I do not have ESO+
I have max space on bank and toon, just one main crafter, knows all styles.
One 30 space storage box at home storing some provisioning mats, then the rest of the mats and gears are all in the bank and my crafter toon. The toon still has 100 spaces, bank still has 40 spaces. So I don’t see why not.
I don’t want the crafting bags cos I sell extra mats that’s beyond my 1 stack in storage for each mat.
I have 20+ gears stored in the bank as well, and 20 gears stored on the toon.
I don’t use the crown style gems too, I have every style mats in the bank. Every alchemy regents, every provisioning, every trait styles, all in the bank.
I don’t have guild bank or mules toon, and I do all crafting writs daily and master writs.

It's easy to be a crafter without ESO+. Just define what you actually need. Don't need all the armor/weapon trait items 99% of the time. Limit the number of mats you keep around, sell the excess. You really only need a few types of pots, keep only those alchemy reagents on hand. I have a crafter thats max level in all crafting and haven't struggled.

    It was a nightmare....
I do daily Crafting Writs and Master Writs, (I'm also a GM and take Master Writ donations for Guild Hall), on 10 characters.
With out ESO+ and Crafting bag I could never do it today.

I should have voted "other" because I have both, actually: one account with ESO+, one without. It is amazing what difference the bottomless crafting bag makes, my other crafter is always running out of mats space and I occasionally mail the surplus back to my main account. It's a chore. But yes, I manage.

I'm really surprised so many crafters do it without premium! I usually have premium and my plus ran out today and i can't re-up till next month so I'm really bummed about having to play inventory roulette again. Even with every storage container, maxed out bank/inventory, my crafter has no room :/

I levelled my crafting up back when ESO was subscription based, so no crafting bag, no double bank space, no inspiration bonus, etc. Basically when I did it, it was exactly like it would be now without ESO+.

I had two mule chars collecting unknown traits, three mules for materials and constantly no free bag space. About half an hour each day was spent juggling inventory. Once a week I spent a full session organizing my stuff...

    Was worth it anyways!

I'm on PC and there's an addon for that. :p I believe it was part of Awesome Guild Store but I would need to double check to be sure. And if Zenimax still wanted $13 per month from me they shouldn't have implemented the Crown Crates; I can live without infinite storage if it means not supporting practices like that.

Well, ofc it's harder, ESO+ give you access to additional tools, thus making it easier.

Is it manageable ? Yeah, it's not that bad.

    1) Sacrifice a guild slot for a private guild with a few selected friends to use as storage.
    2) Make sure to ask mats for specific commissioned jobs.
    3) Make a mule and store all the extra mats you don't use often and only keep in the bank the ones you use the most.
    4) Stockpile as many food ingredients as you can, then buy a month of ESO+ or take advantage of the free weeks they are doing to put them in your craft bags (food ingredients are the most expensive in terms of bank space), but unless you sell food you don't use them that much. Otherwise use your guild bank to store food ingredients.
    5) Don't use your bank to store equipment, use it to store style materials, trait materials, upgrade materials and ~1k of the crafting materials you use the most (e.g. if you mostly play stamina DDs, Rubedo Leather).
    6) Only keep max level materials, don't bother with low level ones.
    7) Spend money in bank space and inventory slots.
    8) Don't keep more than 1 stack (200) of trait materials and style materials, unless they are extra rare. Sell the rest in your guild store or NPC vendors.
    9) Don't keep more than 1 stack (200) of any alchemy ingredient you don't use often, use the guild bank to store excess or sell them in guild stores.

It takes a bit more planning, but if you're willing to put in the work, it's manageable.

I play ESO like 1-6 months at a time, I get bored, I stop logging in for long periods of time then return later. I haven't logged in a couple weeks now. Since it actually costs money for a temporary boost, it's not always worth doing. I also hate getting DLC dungeons in my random dailies is my major detraction to it. At most I'll do it to clean out my bags when they get ridiculously full or wait for the free trial.
