Unfortunately its not really a bug - cloak actually tries to apply a stun to any mobs you're in combat. I'm not sure exactly why - I'm guessing its intended to simulate the mob being confused or force thrm to detarget and not hit you with any queued attacks the AI might be doing.
An exception would need to be made for this stun or it would need to be made into an effect that couldn't be resisted to stop the immunity notification.
Cloak doesn't stun anything, only attacks from cloak do like being in sneak.
This often prevents it from firing when an npc is in front of you, or behind in normal camera range.
This is very broken as a completely self-targeted ability.
