Hacker or bug?

So it looked like AoE attacks did damage (subterranean assault) but nothing else would touch him. There would be a slight animation start for my skills but then it stopped & used up my stam like I had used a skill. It's all in the video - https://clips.twitch.tv/EvilBigIguanaItsBoshyTime - is this a bug, or should I report this guy?

I've experienced similar issues on PC but it appears to be tied to certain skills/mechanics/classes & only after summerset in both PvP & PvE, i wouldn't call that scientific evidence, but suggests a bug to me.

who knows ultimately, but this patch is demonstrably ass for gameplay, so i'd put my money there

Ah okay thanks. It would suck if people had found a way to hack it. It could be something to do with Sub Ass. as that seems to be the last skill that worked then.
