Fishing buff (anti-nerf) changes ?

I was fishing last night in Grahtwood, and noticed the holes dried out faster than I was accustomed to. Last week a hole took 15 casts and you were lucky if you saw a rare fish in 2-3 holes. Last night the holes dried up in 10 casts and every third cast was a rare fish. I am wondering if that is working as intended or whether I had an extremely fortunate run ?
Could this be a rare sighting of a game buff ( as in anti-nerf) or is my anti-social behavior finally catching up with me? Thoughts?

Already nobody is fishing. If it works that way, then it was intended and it was good move.

I've restarted my quest to finally get Master Angler and the rare fish RNG doesn't seem to be worse than I remember it (it has been 8 months since I fished for that in zones with all types of water).I've noticed that myself, with holes going dry after 2-3 casts. A fresh one should have 15 or so. If a hole dries up faster it means that someone has been there and has caught a few fishes, then left. I've seen players do that, maybe people going after the achievement, getting the fish they need then going to the next type of water or zone, or simply getting bored. Currently I'm stuck in Stormhaven, with terrible RNG at the blue river fish, I've caught the green ones about a dozen times each but no sign of the blue one.

I had been fighting to get Grahtwood foul water blue fish for about 2 weeks, 1-2 hours per day. Last night I got it on my first cast, and was left dumb-founded and shocked for about 15 mins. That's when I started counting casts and how often the rare fish were appearing. The holes (fresh ones) take 10 casts and there are more rares in each hole. I jumped to Stonefalls and completed it in 1.5 hrs , catching all the rare fish.
The post was to see if anyone else noticed the change to fishing, and to make sure I am not halucinating.
