It's ZOSs game, Steam does not make alterations to the game, it's all on ZOS to make the game functional with the platform they decided to sell it on after everyone had bought the normal version telling us it was not going to be on Steam...
It is 100% a ZOS issue, as every other developer on the plant can crap out an asset flip and make it work on Steam just fine.

You gotta read those reviews on Steam before you buy man. Pretty much ever negative review on there says "Don't buy this game on Steam" I would absolutely get a refund from Stream real quick and just get it directly... much fewer issues

I know how software works, I am a software engineer. Steam doesn't need to make alterations to the game to have issues, they use their own API's for authentication and such. If you can't authenticate through Steam, it is an issue with Steam, regardless of if ZOS made a change or not. Games will have updates, that's how things work.
