I think it is because there are a lot of achievements that have titles that come with them that aren't supposed to be account wide. Like the titles Tick-Tock Tormenter or Immortal Redeemer. Having those be account wide titles would not make sense. Having basic achievements like crafting motifs or quest achievements sure make them account wide. But PvP / Trial achievements should stay character specific.

See that doesn't really make sense either. If you have the title than you have completed the achievement. Which, SHOULD mean you know the fight. So you jump on another character, you still know the fight.

    And

Yes, I realized that not every class plays the same. BUT if the game was BALANCED, then it wouldn't matter what class you played. So, if you are saying it matters, than you are saying that the game/classes are not balanced.

    Finally someone who gets it

So nothing to do with points then after all.

It isn't a question of whether someone gets it or not, we all get that some players believe that they are doing everything in a game themselves, while other players believe that they're merely controlling their characters. The way to resolve such differences is to provide a system that caters for both approaches, as has already been suggested here, rather than trying to favour one approach at the expense of the other. Either that, or retain the existing system which provides a fair balance between the approaches.

Simple solution, at character creation ask, would you like to link achievements

    Yes and they link

    No the stay seperate

I also think yes should give your new character all the skill points of you old from sky shards and as such make overland content harder

If they were to do this then I would like to see our Riding Skills account-wide as well, because having to do those all over again can be a real pain.

It has everything to do with achievement points.
https://worldofwarcraft.com/en-us/news/5367158/bringing-achievements-to-the-account-level this article sums it up perfectly.
Just because you get "get lv 50" achievement, it wont mean all your characters are lv50, and it will pop up again when you hit lv50 with another character etc.
