i think it has 60% cap, so 3 rings and major expedition is all you need and maximum you can get. Other things will not work anyway. Also full medium armor, orc race, Steed munds, cp passive, 3 sets, major/minor expedition. You still don't need all that, only something that gives you 60%.
AFAIK the maximum run speed is capped at 200% your normal run speed. As for moving while sneaking, you can't sprint, but you can still move pretty fast if you have certain bonuses. Most are class specific - NB: Shadow: Concealed Weapon increases movement speed in stealth it by 25% while sneaking, or being vampire - Dark Stalker passive reduces the sneak speed penalty by 50%, but there is also a set called Night's Silence that's craftable and reduces your sneak speed penalty, note that the latter 2 can't stack since you can't reduce something by more than 100%. Also the Jailbreaker set gives you Minor Expedition (+10%) movement speed. Both sets are stamina orientated, so they won't work that well on a magicka char. For extra speed you can also transmute Jailbreaker jewels to Swift, for 10% extra bonus per piece. Theoretically you can sneak at 170% walk speed if you do that combo, provided you also cast Retreating Maneuver before sneaking.

I use Cowards gear and Fiord when farming. I just started using Cowards instead of Darkstrider and I absolutely love it! I even combine it with other sets on my stamSorc for soloing WBs and stuff.
You run so fast that I often skip using the horse at all. It's not the stealthy option but it's super fast.
Btw. when I ran all TG heists and DB sacraments I farmed these with my magBlade using Shadow Dancer's Raiment combined with something else for regen and sustain.
While crouched and invisible you can cast double take. Great speed in complete stealth. (also Dark Stalker helps)
(Another option for dungeons you can utilize a horse (or camel ) eg. CoA the best option is actually the DB passive Shadow Rider as it's pretty stealthy and can be used with rapids. Don't know that many dungeons where you can ride, but I have chest farmed vCoA to bits for purple jewelry this way.)
