Are you certain the Steam login issue was a Zen issue?
There is a reason some companies choose to own their own critical infrastructure vs lease it. Their priorities are different than the companies they could lease from.
So those that chose steam chose a middle man. If there is an issue on that side their priorities might not be as prompt as Zos would like it. But you guys wanted to buy it from Steam.

Not a justification. Just stating a possible reality. The rest of us could log in to ESO yet the person I quoted seemed to blame Zos (Zen) without stating a basis (or justification) for that comment.

Ultimately we will never know, as I doubt ZOS or Steam will say what the issue is.
The reality is that it could be on either side. Could be as simple as someone keeps breaking a DNS entry for all we know.
You would think they would figured it out by now.
