Divine Prosecution/Thalmor RP? (possible Summerset spoilers)

I made a High Elf alt (was a Khajiit in the AD), who I want to RP as a Divine Prosecution officer and Thalmor agent. However, I want to know from anyone who completed Summerset, without too much detail, if the Divine Prosecutions are actually the bad guys behind the scenes. I guess it would make good RP too.
