Sea Keep - Storming the Walls

I went through the whrilpool below the keep and made my way through. I got to the courtyard and my next step in the quest was to either Raise the Outer Gate or Raise the Inner Gate. Trouble is I logged out for the night at that point and when I logged back in I forgot I was mid quest. When I came back to it the porticulis to the sea keep is locked and after going back through the whirl pool the door is locked in the room up stairs after the cave. How do I get in to complete the next step?
